Infamously known as the Hand of Pandora, Zeta Four is an unpredictable anomaly with a massive sphere of influence. He pays the Paragon handsomely to turn a blind eye to the empire he's built in the south. Running on blackmail, "favors" and fear, his territory is uniquely "safe" for rogue djubetos. His most well known joint is called Vidi, Vici, Veni (lovingly called 3V by the locals) which appears as a djubetos-run bar fronting for the more sinister fight ring and VIP club downstairs, Sanguine Touch.
